Translation: Why are SdKfz 250/10 and 251/17 in recon class but can't shoot to ground units; can fire only to air units...??

I want to checked this. What do you think about the strengh? I can only change the button "can´t ground troups attack" in can ground troups attack" or is the Value also wrong?
